clueless networking question
In your original post, I believe you said there was a machine already running WinPoet to connect to Verizon. If this is true, you're getting a PPPoE connection, regardless of your connection method. On a normal LAN (and some DSL/Cable providers), your network stack will be sending IP packets over Ethernet.

SBC DSL and Linux nat box
If DHCP, this is most often done by examining the MAC address of the connecting system. For PPPoE, it's done by tracking usernames and passwords. dedicated hardware router, *IT* handles the DHCP or PPPoE connection to the ISP, and your local computers use DHCP or static IP addresses on a local private network.

Verizon/PA DSL networking
It's on the rightmost tab of the Internet connection properties, probably a PPPoE connection or some such. If this is not activated, the computer will not share its Internet connection over the local network. Now you should have a working network and both computers should be able to reach the Internet as well.
